I do not believe that popular government means you have to be popular when you govern. I think the best thing to do is to do all the unpopular things when you are governing so that at the end of your term, you have the choice of a date when you feel that they will be most grateful that you’ve done all these unpopular things and they vote for you.What's a few broken heads as long as people will vote for you?
